verificationpnl.xhtml calls ProcessProdBn??.changeStatusListener
For NA and, suppose, the rest this listener is completely wrong. State Verified never will be set if complete this form from bottom to top. In general Verified state never be set, if Fee was not before.
Propose:
Leave Fee state as is
Set Verified state when all answers is Yes
