Change validation process to be effective only on execution and saving forecasting

Description
In this case, the "inconsistent" information entered by the users must be kept (instead of going back to previous information) to demonstrate where the problem is.
The current instant validation when typing percentages will be disabled.

Adequate validation rules as follow:
- System move to the tab where the problem happens just before display the warning/error message;
- For warning purposes system checks first each regimen of the enrolled cases tab (for number of cases and percentage) and then each regimen of expected cases tab;
- When user click “No” at the warning message dialog box, system keep at the same tab and no action is done
- When user click “Yes” at the warning message dialog box, system ignore the warning and move to the next checking.
