Correct the size of SIAPS logo

Description
Reduce the size of the SIAPS logo at the opening window of the system and also in the "About" menu. Following orientation from the editorial team, it must be proportionally reduced to be aligned with the text of USAID logo (not the circle of USAID logo) at the top and the bottom.
