Description
When QuanTB is available for download to outside MSH, it's important to display the User Lincence Agreement during setup of the QuanTB in the user's computer (with options to accept or decline).
So, this issue is to elaborate the ULA that will be included in the installation package of quanTB.

English version of ULA is included for RUS and EN installers. It will be nice to have RU version.
