Quantification tool

Release of the first version of the quantification tool, in a format possible to be installed in the local computer of the user for testing purposes.

Ideally, the following procedures may be done (but may chang if better approachs come):

• 1. Create a run.bat file that will allow user to execute the application (another possibility is to create a quantb.exe file wrapping the jar execution);
• 2. Pack all files in a zip file;
• 3. Upload the package by FTP to ftp.etbmanager.org in order to make it available as a downloadable link in www.etbmanager.org/download
• 4. Create a Wiki page with quick instructions on how to download and install
