Quantification tool

Implement:

- Rule #1: Expiration date of the stock on order can be in the same day as the expected receiving date or later, but not before.

- Rule #2: Both expected receiving date and expiration date of the stock on order can be in the same day of the reference date or later, but not before.

- Consistency checking for these rules above must be effective when users hit "Save" button in the dialog box (when typing the dates) AND also when users execute or save the forecasting file (when data is imported from excel and not typed.

- Consistency checking must follow: first the expected receiving date must be checked against the reference date, and THEN the expiration date must be checked against the expected receiving date.

Correction for messages:

- All messages must be displayed with the “Name of the medicine:" in the beginning (both generated by users typing the dates AND importing from excel).

- Currently, when executing the forecasting the message “Name of the medicine: Expected receiving date cannot be before the reference date” is displayed also when the expiration date is the same as the expected receiving date. In this case no message should be displayed. Please correct.

- If expected receiving date typed by the users is before the reference date, this inconsistency should be captured when users hit the button save in the dialog box.

This present issue is related to issue # 1718.
