Quantification tool

- Currently, if there is number in months of buffer stock and user click to enter min months of stock, system automatically disable months of buffer stock. Should be: when min. month of stock is zero and user click to enter number in months of buffer stock, system should disable min month of stock. To be consistent with entering min month of stock disables months of buffer stock.

- Display the label "or" (without quotation marks) between the fields "Months of buffer stock" and "Min. months of stock". To be translated as well. See figure attached.
