Description

Add new field "version" to forecasting data and reject to open forecasting files with version more high then version QuanTB used.

Forecasting created in previous versions should work in newest versions.

- System must check the first two digits of the version number for compatibility issues (e.g., 3.0). Currently it is checking only the first digit.

- When system recognizes a file created with a newer version of QuanTB it must block users to continue the operation and it must display an ERROR message below:

You are trying to open a forecasting that was created with a newer version of QuanTB. To prevent incompatibilities, please download and install the latest version of QuanTB from http://siapsprogram.org/tools-and-guidance/quantb/

[Then just click OK button to close the window.]

- System is only checking the first digit of the version number and not the first and the second.

- The message displayed is a warning message and must be an error message.

- The updated text for the message must be: "You are trying to open a forecasting created by a newer version of QuanTB. Please go to http://www.siapsprogram.org/quantb to download the latest version. After installing it, you can open this forecasting file."
