Description
Main idea is to improve user access to the case data in such way:
- Minimum "read" access should be provided for each health unit in which patient was treated, regardless of health system, territory, etc.
- The access "update" should be provided only for the current treatment unit, or in case of absence - only for the notification unit
The new access rules approved by UCDC is in the attachment

Done all the requirements listed in the attachment. Some corrections:
1. Administrators (national and regions) must have the access rule Create, so it their permission was rest.
2. Reopen case can only those, who can Delete (only admin-s).
3. Close case can only those, who can Update it.
