Description

Quarterly report throws exception when trying to check not closed quarters for a unit that has not the limitDate configured.

This bug (tbunit with not configured limit date) can happen in tow situations:

- Tbunit with the medicine control not initialized.
- Tbunit with the medicine control initialized before the implementation of quarterly report.

- Tbunit with the medicine control not initialized.
For those cases the system must show the following message: Medicine management has not been started‏.

- Tbunit with the medicine control initialized before the implementation of quarterly report.
For those cases the users will be indicated to remove the unit from the medicine control and start it again. If it can't be done for any reason, a date will be stipulated and will be manually set on the database.
